New MCC Rules for NEET UG Counseling 2026: Seat Updates, Waiver and NRI Quota
NEET UG 2026 advises new rules: MCC introduces online waiver, no reports for updates

: The Medical Counseling Committee (MCC) has introduced major changes in the online counseling process for NEET UG and Post Graduate Medical Admissions from the current academic session. The new measures aim to simplify admission procedures, reduce physical documentation and make the advice system more transparent for medical aspirants.The Ministry of Health and Family Welfare communicated the updates to the state counseling authorities ahead of the NEET UG 2026 counseling process. The Karnataka Examination Authority (KEA) also informed the candidates that MCC will start counseling shortly and highlighted the key changes introduced in the system.

Physical reports are not required for candidates seeking upgrades

Under the revised counseling process, candidates who get seat allotment and select ‘Upgrade’ or ‘Want to Upgrade’ option in subsequent rounds will no longer need to physically report to the allotted college just to complete the admission formalities.Their allotted seat will remain protected in the counseling system while participating in subsequent rounds, subject to the existing MCC counseling rules. The change is expected to reduce unnecessary travel and paperwork for candidates waiting for better seat options.

The seat resignation facility was moved online

MCC has introduced an online resignation service for candidates who wish to vacate their allotted seats, provided resignation is permitted as per counseling guidelines.Candidates will now be able to submit waiver applications through the MCC counseling portal within the specified time limit. They will not have to physically visit the assigned medical school to submit the waiver documents.The facility will be available only as per the applicable rules and timings announced for each counseling phase.

NRI quota applicants can upload documents online

Candidates seeking NRI reservation benefits in the considered universities will now be able to upload the required documents directly through the MCC counseling portal.Earlier, the document submission procedures for NRI quota applications involved additional coordination. The new online facility has been introduced to make the verification process more accessible and organized for the applicants.

MCC conducts training for states and medical schools

To ensure successful implementation of the updated advisory system, MCC has initiated orientation and training programs for stakeholders involved in medical income.Training sessions were conducted for authorities of the State Directorate of Medical Education in May and June 2026. A separate training session was organized for medical institutions on 27 July 2026, with additional sessions planned for government and private medical colleges.

Seat and fare information to support options

MCC has also highlighted the importance of providing candidates with clear information about available seats and institutional fee structures.MCC offers counseling for 15% All India Quota (AIQ) seats and 100% seats in central and deemed universities under NEET UG. Since most of the medical seats are managed by the respective states and Union Territories, the authorities have been asked to ensure that the details about the seats and fees are easily available to the candidates.
