With the National Eligibility Undergraduate Entrance Test (NEET UG) 2026 results now declared after re-examination, the focus shifts to seats.For more than 11 lakh candidates hoping to get a Bachelor of Medicine and Bachelor of Surgery (MBBS) seat, the next stage is counselling. It is also the stage where many students and parents are faced with multiple portals, different authorities and a series of deadlines.Unlike the exam, there is no single counseling process. Admissions are done through separate systems at the national and state levels, with different authorities managing different categories of seats.Here’s how the process works.
Who can participate in NEET UG counselling?
Candidates must first qualify NEET UG by securing the minimum qualifying percentile prescribed for their category. Generally, this is the 50th percentile for General and Economically Weaker Section (EWS) candidates and the 40th percentile for Scheduled Caste (SC), Scheduled Tribe (ST) and Other Backward Classes (OBC) candidates.They must also be at least 17 years of age by December 31 of the year of admission and have passed Class 12 with Physics, Chemistry, Biology or Biotechnology and English as core subjects.Indian citizens, Non-Resident Indians (NRIs), Overseas Citizens of India (OCIs) and Persons of Indian Origin (PIOs) are eligible as per applicable seat categories.Candidates from the Union Territory of Jammu and Kashmir are also eligible to participate in counseling for All India Quota (AIQ) seats and deemed universities, though historically AIQ participation has followed separate provisions.
One exam, two counseling systems
Many candidates assume that qualifying NEET UG automatically places them in a single counseling process. It is not the case.Admissions are made through two parallel systems.The Medical Counseling Committee (MCC), which functions under the Directorate General of Health Services (DGHS) of the Ministry of Health and Family Welfare, conducts counseling for the 15% all-India quota seats in government medical schools.It also manages admissions to 100 percent seats in Central Universities, All India Institutes of Medical Sciences (AIIMS), Jawaharlal Institute of Postgraduate Medical Education and Research (JIPMER), Deemed Universities, Employees State Insurance Corporation (ESIC) Institutions and Armed Forces Medical College (AFMC), Pune.The remaining 85% of state quota seats in government medical colleges are filled by individual state counseling authorities. These authorities also conduct admissions for private medical colleges in their respective states.As a result, candidates seeking both All India Quota and state seats usually register separately on the MCC portal as well as their respective state counseling portals.
How MCC counseling is conducted
The Medical Advisory Committee generally conducts counseling in four stages.Round 1The first round is open to all eligible registered candidates.After registration and payment of counseling fee, candidates fill and block their preferred colleges and courses. Seat allotment is based on NEET rank, reservation category and order of options submitted.Candidates who are allotted a seat can either accept and freeze it, accept it while remaining eligible for round 2 upgrade or opt for free exit provision without penalty.Round 2Candidates who did not participate in Round 1 or used the free exit option can register for Round 2.An important rule comes into effect after this stage. Seats under All India Quota are not given back to states after round 2. Hence, candidates who skip both rounds may have fewer options at later stages.Cleaning roundThe third stage is the Mop-Up Round, mainly meant for candidates who are left without a seat after the first two rounds.Unlike Round 1, withdrawal after seat allocation at this stage generally results in forfeiture of security deposit.Round of lost vacanciesThe final stage fills the seats left vacant after the cleanup round.There is no new registration for candidates seeking university seats considered at this stage. Allotment of seats is done from the existing pool of registered candidates.Candidates who are allotted a seat in this round are expected to join the allotted college within the stipulated time. Failure to do so may result in forfeiture of the security deposit and other penalties.The number of counseling rounds may vary depending on the vacancies. In previous years, additional rounds have been conducted for certain courses after the conclusion of MBBS and Bachelor of Dental Surgery (BDS) main counseling.
Choice filling can decide the outcome
Filling in options is one of the most important parts of counseling.Once the seat matrix is released, candidates can list as many colleges and courses as they are willing to join. There is no limit to the number of preferences.The Medical Advisory Committee advises the candidates to arrange the options strictly in the order they really prefer as the allotment depends not only on the rank and category but also on the sequence of preference.Candidates must lock their options before the deadline. If they don’t, the system automatically locks the last saved options.
Inform the assigned university
Candidates who are allotted a seat must report to the allotted institute within the prescribed reporting period for document verification and admission.Documents generally required include:
- NEET UG Admit Card
- NEET UG Rank Letter
- Provisional assignment letter from the Medical Advisory Committee
- Class 10 and Class 12 Sheets and Certificates
- Valid government-issued photo ID
- Category certificate, if applicable
- Four to five passport size photographs
Candidates claiming benefits of reservation under the categories of Scheduled Castes, Scheduled Tribes, Other Backward Classes Non Creamy Layer (OBC-NCL), Economically Weaker Section or Persons with Disabilities (PwD) must produce valid certificates during verification.Institutions may request additional documents, so candidates should also refer to the information instructions issued by their assigned university.Failure to report within the specified time frame will generally result in cancellation of the assigned seat.
Book under the All India quota
The 15 percent all-India quota follows the reservation policy notified by the Government of India.This includes:
- 27 percent reservation for non-creamy layer candidates from other backward classes
- 10 percent reservation for candidates from Economically Weaker Section
- Existing reservation for Scheduled Castes, Scheduled Tribes and Persons with Disabilities
Unlike state quota seats, All India quota seats are not linked to a candidate’s domicile. Eligible candidates from across the country compete for these seats based on merit and reservation norms.
Mistakes that can cost candidates a seat
Previous counseling cycles have shown that several candidates miss out on opportunities due to avoidable mistakes.Some of the most common mistakes include entering details that do not match the official certificates, forgetting to block choices, skipping initial rounds of counseling in anticipation of better choices later, missing the reporting deadline after seat allotment and trying to modify category details after registration.Candidates are advised to rely only on the updates issued by the Medical Counseling Committee through its official portal for counseling timings and notices rather than the unverified timelines circulating on social media or messaging platforms.For many candidates, qualifying NEET UG marks the end of a challenge. Counseling is where admission is actually decided. The next few weeks will depend less on exam scores alone and more on timely registration, careful choice, and meeting all the deadlines of the admissions process.
