Assam DHE makes SAMARTH portal mandatory for migration and lateral entry of students in NEP 2020

The Directorate of Higher Education (DHE), Government of Assam has made it mandatory that all student migrations under the National Education Policy (NEP) 2020 should only be processed through the Assam SAMARTH Portal. The new rule has come into effect immediately and will apply to all universities and colleges across the state.The measure aims to ensure transparent, uniform and smooth implementation of the Multiple Entry and Exit (MEE), horizontal mobility and lateral entry provisions introduced in the NEP 2020.As per the notification, all admissions or migrations to the third, fifth and seventh semesters of degree programs under the multiple entry-exit and horizontal mobility framework should be completed through the Assam SAMARTH lateral entry portal only.The online process is mandatory in the following cases:

  • A student changes from one program to another within the same institution.
  • A student migrates from one institution to another.

Offline migration is not allowed

The Directorate has made it clear that colleges and universities should not process student migration through offline or manual methods. Institutions are also not allowed to use any alternative system for migration.The notification says that any migration done outside the SAMARTH Lateral Entry Portal will be treated as unauthorized and will not be recognized for academic or administrative purposes.According to the Directorate, these unauthorized migrations will not be considered valid for:

  • Maintenance of the academic record
  • Student life cycle management
  • Credit transfer
  • Any other academic or administrative purpose

The department said allowing migration outside the official portal could create errors in students’ academic records and affect the proper transfer of credits under NEP 2020.The government has introduced this system to ensure that students’ academic records are accurate across institutions and that credits earned under multiple entry and exit transfer smoothly.The Directorate has also informed the Higher Education Institutions that a detailed Standard Operating Procedure (SOP) for the operation of the SAMARTH Lateral Entry Portal will be issued separately from July 15, 2026.
