As India again tops list of dope offenders, Anti-Doping Bill to be tabled in Monsoon Session

New Delhi: On a day when India continues to top the Athletics Integrity Unit (AIU) global list of dope offenders, the Sports Ministry has assured that the National Anti-Doping Bill will be tabled in the upcoming Monsoon Session of Parliament. In the AIU list, India has 162 dopers, ahead of Kenya (148) and Russia (60). This includes individuals serving bans for doping violations due to testing positive for prohibited substances and/or tampering, test evasion, trafficking, or disappearance.Under the revised bill, the sale and distribution of banned substances to athletes carries a five-year prison sentence.“Until now, athletes have been punished for such violations. They can get a suspension or ban. But we need to find those who provide these substances, including medical practitioners,” said a Ministry official. The public consultation period for the revised bill ends on June 18. The Monsoon session of Parliament begins on July 20.The amendment is similar to the one proposed in 2018. At that time, a prison term of four years and a fine of Rs 2 lakh was sought for organized crime syndicates and anyone found guilty of supplying banned substances to athletes. However, the provisions were scrapped from the bill that was finally passed in 2022 and amended again last year as the government sided with the idea of a “preventive legislation, rather than a criminal law.”India has also topped the World Anti-Doping Agency (WADA) global list for the past three years.
